The Windows Installer Service is not enabled by default in Safe Mode.

To enable it navigate along the path below :


- HKLM\SYSTEM\CurrentControlSet\Control\SafeBoot\Minimal\


Add here as subkey in left pane a new key.Name it:

MSIServer

Set the value of the default Reg_SZ entry to:

Service
